Is it OK to use foliar feed on carrots and turnips

I just thought they could do with a boost but I know you shouldnt manure the soil before you plant carrots (dont know about turnips)so just wondered if it was a good idea to feed them once they have started to grow ? Mybook said to encourage rapid growth in turnips to minimise the damage by flea beetle.
