The tail is called Scut, but I can't answer why they are small. It's like saying why do humans have two eyes...just because, it's all we need. sorry ...

A rabbit's tail is also called a fud and its primary use is to warn other rabbits of approaching danger as the short tail (white on the underside) flashes white as the rabbit runs.
