At work we have the ability to lock our pc's so a password has to be typed to unlock when you return.

How do I do this on my home pc , please?

Assuming you have windows XP:

Start - control panel - user accounts

From there you can create new user ids, passwords and so on.
That depends on if you want to lock the computer all together or just a particular user account.

The pc in question has one account - 'All'.

I added a password to it but this did not give the ctrl, alt, del option to lock the pc while im away.

Essentially the pc is left on all the time but my eldest keeps downloading songs and its starting to bug me so I want to stop him!
In that case as Ethel says you'll need to create user accounts for everybody who needs to use the PC. Set yourself as administrator and from there you can decide on who can do what, including downloading and installing stuff.
If you wanted to be really awkward you can often set a password in the 'bios' and then the pc will not even 'boot' up :)
