Hi red,
Got to admit, its an interesting thought, imagine the reactions when you take it out for its morning walk. However, I would doubt very much if you'd be allowed to keep one, licensed or otherwise.

You'd be much safer with a dragon kimono.

Komodo Dragons do not actually appear on the Dangerous Wild Animals schedule for which you need a license

However they are listed in appendex I of the Cites convention on endangered species so you'd need a license on that basis
