what to do about unruly dog

I live in a small village where there is a lady with an uncontrolably collie. Last week I was riding my horse and the dog borke free of its lead and launched its self at my 17.2 horses chest teeth bared. Today I was out hacking with a friend and the dog ran 1/2 a mile from its owner towards us barking and then ran around the horses feet causing havoc!! Not only could we or our horses been hurt but given half a chance Osca would have given him a kick. This woman is aperantly totally unreasonable. Do I inform the police,RSPCA?

The local dog warden would probably be the best person to contact. They have the power to warn dog owners if their pet is out of control etc and to follow up with fine and possible court summons.
Inform the police!

This animal is a danger to human life, not to mention other animals like your horse(s). Obviously, the owner needs an official talking to on the proper responsibility of looking after a dog.

We are far too tolerant of domestic animals which present a danger to others or become a public nuisance.
The owner needs training

Its your council you need to speak with. A good kick is probably what it needs!! My horse doesnt bother with barking dogs but should one actually bite then they will obviously kick out & you would end up in court no doubt. Phone your local council I know they deal with the likes of noise dogs and nusence dogs.
I repeat - it's not the fault of the dogs - it is the owners who need a good kicking !!
