Cat Poo and Veggie Gardens

My back garden has been used as a cat loo for some time now and is in need of dire attention prior to growing veggies that are safe for consumption. I can manage scooping it up, but a great deal will have been rained in to the earth by now...anyone know of any way to deal with the nasties that have washed into my soil??? I have considered building raised beds, but i fear this will not be enough...

At home, I use raised beds for the vegetables, and had the same problem, I used a few bottles of smelling salts, buried upto the neck, strategically placed, thet did the trick.
Others may come up with different remedies, but I assure you, my solution worked.
You could erect some cane poles and net off the veggis.
