Am I confusing my pup?

Hi all,
My pup keeps soiling the living room carpet even though we take him outside to toilet constantly. He will go outside to toilet then a few minutes after coming inside will wee on carpet. When I'm at work I leave him in the kitchen with paper on floor for toilet but he tends not to use the paper and goes on floor instead. Am I confusing him because he goes on floor in kitchen but not allowed to go on floor in living room? I dont know what to do for the best really as I dont want to leave him in his crate for 2 hours because he wee's in his bed. Any help will be appreciated.

Try a puppy play pen, with newspaper down over the whole area. This will give him room to move around but he won't be able to wee off the paper. Give him a raised bed so he has to climb in and out - a cardboard box will do, just so he can tell a difference between bed and floor. Cut a panel out of the front so he can get in and out.

You could also put the play pen in the living room - put a sheet of plastic down under the newspaper. He will soon need to wee less and will wait till
he goes out.
how old is he? pups dont gain full bladder control until between 5-6 months old. Is there anyway of putting something like a baby gate up to restrict his access between the kitchen and the living room?

The only time pup is in kitchen is when I'm at work and livingroom door is closed so no need for baby gate. We have been crate training him and he's really good through the night, we only need to get up once to take him out now. He's only 11 weeks old so is still very young. Unfortunately when he does wee in house (on kitchen floor) we are not there to let him know its wrong and when he wee's on livingroom floor we say 'no' quite loudly (not shouting though) and its as if he knows its wrong because as soon as we say no he runs to the back door. We watch him like a hawk in livingroom to try to see signs of sniffing, circling, anything that would suggest he needed toilet but he doesnt do anything. He plays with his toys and wee's whilst playing!
The other problem we're having is feeding him. We put his food into his crate at around the same times each day but he doesnt eat it. I've been told that if he doesnt eat within 30 mins to remove the food and try again later. I have done this but when I try again he still wont eat. If I put the food on my fingers he will eat it from there but I have only done this once because I dont want him to only eat if its from my hand. I could leave food with him at all times so he can eat when he wants but then there could be accidents in his crate while I'm at work.
How often are you feeding him, at 11 weeks he needs at least four meals a day. Or you could leave the food down, if it is a dry complete puppy food. You could also supplement this with something like tripe or mince, or tinned puppy food for one or two meals.

Although he will probably want to wee after his feed, it takes a while to go through him so he should not need to poo straight away. At 11 weeks I would put up with having to clean out the cage every so often, replacing the soiled newspaper as soon as he does something. Use layers, so you only have to lift the top layer.
