Isn't it a "school" of whales ?
I think it could also be a pod, although that might refer to one 'family' rather than the whole group - shall I just shut up now ;)

i think it's a pod, they used that on "springwatch" last week

I googled this - you might find it helpful:

"The FAO Species Identification Guide of Marine Mammals of the World defines a 'pod' as a co-ordinated group of whales and a 'school' as a co-ordinated group of cetaceans (often used for a herd of dolphins)."

They can also be called a... Gam.
A herd of whales or a social congregation of whalers, especially at sea.
A "flock" of whales....that sounds good....or a "herd" of whales..... ;-)
