We checked this out with a US university and got the following response: "We don't know that it helps out in any way. In fact, no one here has ever heard of it being used in relation to photosynthesis. Various water plants use hydrocarbonate (usually sodium) as a carbon source, perhaps that is what you are looking for. Also, sodium bicarbonate (baking soda) is often added to the water to increase the CO2 content, which increases photosynthesis.
