Another Plant To Identify Please ....

Further to my "Please identify" thread in Chatterbank last night, I now have another puzzle to solve - this time for my neighbour please. This plant is about 3 feet high with a very thick woody stem like a shrub but instead of flowers I see they are bracts with a yellow stamen - very strange.
He would love to know what it is please, I have taken several photos of it.
