nesting bee's

I have been waiting to work on a neglected flower bed for ages, but the ground is peppered with holes made by bee's, what I want to know is , when will they vacate their nest's? I have put a few plants in the gaps between holes but don't like to turn the bee's out, we like to have plenty of them about as we grow fruit veg and flowers that need them.

sprinkle something that grows from seed like poppies or single marigolds or better still echium you won't disturb the holes and the bees get the flowers
