I don't think it's illegal, but they don't like the fact that it's normally in a plastic bag that should be recycled.

Depends where you live. This council advise putting in the dustbin.

Biodegradable supermarket bags are a lot better, just be sure to use them (I think all larger stores now issue BD bags anyhow)

Best to double bag and tie it up in case the bag breaks or starts to biodegrade before it reaches landfill.
