Paw licking

I have a springer spaniel who is very much loved, benefits from my husband working shift work and so has quite a bit of company and is exercised two or three times each day (rain or shine). Back in October he snapped his back claw (which is a little deformed as it is thinner and grows a little higher than the others). He had the claw cut back and for the next two months he would not stop licking. He has been given anti biotics, anti inflammatry tablets, anti inflamatory tablets which stop any itching and tranquilisers none of which worked. We have collared him, bitter lemon sprayed it, sock and bandaged it, bathed it in salt water, rubbed aloe vera gel onto it, rubbed tea tree oil onto it, sprayed water onto him, ignored him, tried to distract him and still he licked. During December it slowly stopped much to our relief. Unfortunately it has started again. He has had the paw thoroughly examined and x-rayed incase there was something in there or a problem with the bones. Nothing. Please can anyone suggest anything...
