Buildersmate is wrong. It is only an offence in an areas which has adopted the Street Trading Provisions of the Local Government (Miscellaneous Provisions) Act 1982. If so , they have designated streets in which trading cannot take place (Prohibited Streets) or where it can be done only with a Consent(Consent Streets). Even if these designations have been made, there are still ways in which it can be done, either by getting the appropriate consent or by trading in an areas which have not been designated. Not every Council has imposed such measures. London is different. Ask your local Council Licensing Section for this info. Its more likely that you can do it than not. If they have these provisions, there is an exemption for newspapers and periodicals so if there are restrictions, just do a different one each month and you are home and dry.
