Cats runny eye

My cat has a runny eye. It's not very bad but there has been slight discharge for a while; a bit like sleep in his eye. Lately it has got a bit runny and he seems to keep that eye 'smaller' than his other, as if the runniness makes it sensitive to air? (Maybe not-I'm just guessing at that last bit).
He is a house cat and his brother's eyes are ok. Any suggestions as to what it can be? or what I should do? he seems absolutely ok in himself otherwise.

could be dry eye or an infection - need to see a vet - could also try bathing with some cold tea.
