goes out for a piddle for comes back in licking down below and wimper\ a bit swollen? has she got a urine infection?/ infection? any suggestion ? maybe cystitis?

Get her checked by the vet because it could be the beginning of pyometra (a womb infection) which can be fatal if not sorted. Probably only the tail end of her season but better to be safe than sorry. If it is cystisis get give her cranberry tablets (human ones from Holland & Barrett are cheapest).
After reading your question I went on to the next one, which is about a Westie with bad ears, who had to have an expensive pyometra op - not connected obviously! Just that they had a big vets bill and are finding it hard to find the money for treatment for the ears. Get yours checked in case it is as the earlier you catch it the better.
