can anyone remember what the TV ad was for, probably about 10-15 years ago, where the dog can't get his owners' attention, so he ends up packing a little suitcase and leaving?

It wasn't a british ad, tho it was a british dog - pippin - and it was a bit older than you said. The ad was a spanish one to try and encourage people not to just watch TV - the dog left home because he never went for walks anymore.
