Spot on, meglet, it is indeed Elizabeth Counsell of Brush Strokes fame!

Sorry, meglet, I misled you. It WAS Elizabeth Counsell as the pushy mum in Brush Strokes but it's Jane How in the Capital One ad. I've mixed them up before...they are similar and were in the same sort of roles in the 70's/80's.
