I think it's to do with water proofing, those breeds like spaniels who love the water seem to me the pongyist. The worst one I ever came across was an Irish water spaniel my current JRT it fairly sweet- until she's annointed herself with eau de fox poo!

Good suggestions from mimi and I would add that if your dog is of the long/floppy-eared variety be sure to check for ear infections. They are common and easily treated. If the dogs coat has a waxy or oily shhen and feel to it, another fairly common culprit can be treated and that's seborrhea. There are number of shampoos especially for this condition that will help and, over a period of time, usually eliminate the associated odor. Our Golden has this problem and a bath about once amonth with this type of product has just about cured it.
Smelly breath is a problem if it's more than just normal dog breath. Check for gum infection and redness. (Uneutered males have their own distinctive odor, but that source is readily apparent)...

I have to agree with Mimi, dogs who love the water appear to be the pongiest ! My beloved Lab who I lost recently always used to pong - he had a very oily coat for waterproofing and I was told that dogs who frequent the water have this distinct odour as its the oil in their coat....as he got older though he smelled even worse lol! I miss him so much though, he was such a character...smell or no smell....I do miss that disticnt doggy odour! Im just weird.
Ive got a cocker spaniel and she hummmm dings!!! I got a bottle of deodrant shampoo from our pet shop (its blue) cant remember which brand but it smells lovely and keeps her smelling lovely for at least 3weeks! brilliant stuff

can there be a worse smell than wet dog? My dog used to come in from the garden, get towelled off and lie in front of the coal fire. The smell was.....unique.
our female horse coat shar pei smells a lot more than the male who has a brush coat. Though shar peis hate water I bath 'em both whenever one smells, like today as the sun was shining and I thought they wouldnt catch cold, but its no mean feat bathing the pair of them because the second one goes and hides.
why does dog shampoo cost more than humans shampoo ?
My Heelers are the same, unless I trap more than one in the bathroom, once I've got one in the bath the rest disappear under the bed and as fast as I chase them out one side they go back under the other.

Co-incidentally we have been discussing coats in Shar Pei on another group today, I didn't realise there was a third long coat variety known as a bear coat.
didnt know about a bear coat either. Incidently if you want to know anything about shar peis contact Roma Brooks of the Shar pei welfare & rescue society [through Google], she recently rehomed Shankley the dog that had the face lift and there isnt much she doesnt know about the breed.Her partner Neil is looking for sponsors he is going out into the blue yonder on a survival thingy to help support the society which is kept going by the skin of its teeth on donations and he is so dedicated, well they both are and hardly ever get any credit for all they do.
