You can connect your new computer to your old computer, but you cannot use programs installed on your old computer.

Nor can you just copy programs across from your old computer to your new computer.

Any program you want to use on your new computer has to be installed "from scratch" either from the CD/DVD it came on, or from an "install" file you download from the internet.
Update. I just noticed you said can you connect your old hard drive to your new computer.

Yes you can do that if you want, but the same "rules" apply, you cant run a program stored on the old hard disk, you have to install it from scratch on the new computer.
