Alba 10" Tablet Internal Storage ?

Bought a cheap tablet which has 16 GB storage ,but in settings only 10GB available, I have used 5GB on apps and other stuff ie music and pics ,5GB available ,can anyone explain or can I take it back...

when i download my pictures onto pc ,i just plug in the memory card (sd) for every pic i get a copy which can only be viewed as a thumbnail not as full pic ,i think i maybe have wrong settings its...
