There might not be a single answer to your question. Every Tesco store has to apply separately, to the local council, for its alcohol licence. To the best of my knowledge, Tesco's policy is always to apply for a licence covering all of the store's opening hours. (So, for example, the Tesco Extra in Ipswich applied for, and got, a 24-hour licence).
So it's likely that all Tesco Express stores will have also applied for licences covering all of their opening hours. The majority of stores probably got those unrestricted licences but it's possible that a few councils might have restricted the licensed hours. (All councils are meant to consider each licence application individually, and only limit licensing hours where there are valid reasons to do so. They're not allowed to have 'blanket rules', applying to all licensed outlets. Unfortunately a few councils, e.g. Havering, blatantly ignore the law and operate 'blanket' licensing policies).
