West Stand At Windsor Park, Belfast

Does anyone know when this was built? It wasn't that long ago but it seems to be collapsing already.

Known as the Kop Stand ...Built in 1997.

Only 17 years up. Could 'built-in obsolescence' be at play?

Perhaps the building materials could have been of better quality. I always think that walls made of bricks are more solid than concrete block constructions.
