Can you be disciplined for something 16 months later?
my colleague has been invited to a meeting for something that happened 16 months ago - can he be disciplined for it?

Yes. As seen on the national news recently, time is no excuse for a wrong doing. If this had happened yesterday, would the disciplinary action be justified?
