If the person with the dog has time to spare it might be worthwhile giving a simple 'no' to the driver and wait for the forces of law and order to come and sort it out. Isn't it the same as the guest house owners who refused to accept the two gay men .

That is to say if taxi drivers are offering a service to the general public , then they can't descriminate against certain sections of the public ( same as the guest house owners )
