I understand the value of vinegar in cleaning and after each descale I return it to the bottle for next time. I just wondered if it's efficacy to descale diminishes over time?

Yes, the efficacy will be reduced as the acid in the vinegar becomes gradually neutralised by reacting with the scale, so eventually will become ineffective.

Yes,it will diminish over time. Using vinegar, = dilute acetic acid, to descale lime = calcium carbonate (mainly) results in the formation of calcium acetate and the formation of carbon dioxide and water.
Acetic acid + calcium carbonate = calcium acetate + carbon dioxide + water
I just tip the vinegar away after using it, it is so cheap to buy anyway
