I agree the answer is peacekeeper. What I'd like to know is, why?

Thanks, Sam1960, for all your help. However, I still don't think the first part of the clue leads easily (or, to my mind, logically), to the second part, and ultimately the answer. It is my last light in the puzzle, and I've put peacekeeper as answer before I hit the Submit button.
