I guess 'poltroon' indicates 'coward', and 'on line gives OL . But I don't quite get how it all hangs together.

I assume 'end on line' is L [the front end, rather than the back end of the word 'line' and taken together with COWARD [poltroon], you have the anagram fodder for COLD WAR.
