23D Upset, not following regulation (4). We have R_L_ and think it must be RULE or RILE, but don't understand the wordplay.

I've just answered this somewhere else. I think it is rule. Ruffle means upset, ff means following, take ff away and you get rule for regulation.

Could also be RULY. This is the only one I'm stuck on too.

Well rile means to annoy.Not sure where the regulation bit comes in...

bdavies in case you see this a lot of people post there questions under
