water valve not fully shutting off flow, whats the problem

You could be right ... I'm not so sure .. on a lot of these controls, there are seals around the shuttles or valves . and maybe one got trapped and damaged.
Maybe you need a valve service kit.

I guess a replacement cartridge is needed Skiver. Quite an easy job.
