Normally I'd start by recommending PayPal as the cheapest way to transfer money overseas but the absence of a bank account might make that difficult (or probably impossible). Here's the link anyway:

My next choice would normally be iKobo (which I've used loads of times myself, and can recommend)...

hmm that is quite expensive............they charge £30 and your friend would receive 435 euros.............
Are you sure it is a genuine request?

I have heard of people having their email hacked and then scammers sending out emails saying the person is stranded somewhere and needs money urgently.

Have you actually spoken to her?

My next choice would normally be iKobo (which I've used loads of times myself, and can recommend) but their website says that transfer services are temporarily suspended. (It's unclear as to whether that's a for a few hours or for a few months!). Here's the link anyway:

Other than those services, you're basically left with Moneygram (see Craft's link) or Western Union:

Alternatively, you could change the £400 into Euros (at the Post Office) and then split it into 4 equal payments of (the equivalent of) £100 each, which is the maximum amount covered by insurance if you send cash by the International Signed For or Airsure postal services:

If you send it by post (as Chris says) then your friend would have to wait a few days for the money to arrive. If you send it by moneygram then they will be able to access the money within 10 minutes. You can either send £400 and pay the fee on top or spend £400 including the fee, in which case your friend would receive less money.
The easiest way to send money abroad is by western union they are like McDonalds everywere and its straightforward to do i recently sent money to my son in Ibiza he had the money in his hand an hour later
Send a check and tell her to open a bank account. Or you could pay it into her credit card when she gives you details
