Registration Plates

Can anyone please tell me how to interpret the current registration plate
I've had a car since I was 16 years old and I'm now 86 years old and want to buy my grandaughter a car for her graduation present & never had a problem before when buying for myself but these new plates seem rather complicated.
It can't be a new car unfortunately so I would ifnd it easier when considering a second hand one if I know it's age before going to the frouble of actually travelling to seeing it first.

it is confusing as they started doing 2 new registrations a year a while back to boost the car trade. that doesn't help and I sometimes wonder what the plates are.
