I need to replace my outside mains water stop tap, is this cost down to me or my local area water board. its location is on my drive, approx one meter from road edge.

It will need arguing with the utility company, as to what is wrong with, or the issue with the existing one.

i'd call them 1st and argue its their water tap
The stop tap is the responsibility of the utility company. This diagram is from Anglian Water but the same rules will apply elsewhere:

Yours is inside your boundary.
If it's faulty .. and they installed it .. you 'might' get some leeway .. just might.

The colours code on the diagram I've linked to, Al, suggests that the stop tap is 'within the blue area', and thus the responsibility of the utility company.

As you say, though, it might need to be argued with the water company.
Been there already a few months ago.
They will do their best to avoid it.

Thanks all for your answers so far. the problem is that its solid and unable to turn off , and i need to change the one inside my home.
Yep .. Same problem I had with one customers.
Answer was just to request a water meter .. Then you can change back for free if you wish! They will not refit an old stoptap.
In South Wales if its on your property its your responsibility, the same as if the supply pipe under your drive is leaking the water board will insist that you get it fixed, they will not do it for you unless you pay them. And the average price for a new MST is £800 in my area.
go for the water meter they have to change it ,if you ask them to change the stop tap they will proberly argue it is chargable as it is on your property,anyway with a water meter you will proberly save money unless you have about 5 people in the house all taking baths and leaving taps running,work it out with the bills you get,with a water meter you get charged for the cubic meter of water you use plus about 80percent of that will be charge for waste water down the drains,I have never lost with having a water meter even when I had to pay £60 to have one fitted years ago
