You've not stated which program your question refers to but I'm guessing that it's the dire Internet Explorer.

Go to Tools > Internet Options > Advanced
Scroll down to the Multimedia section and look to see if there's a tick against 'Pictures'. If not, click to insert the tick, then click 'Apply' and 'OK'.

If, as is likely, the tick is already there, try clicking to remove it, clicking 'Apply' and 'OK', closing Internet Explorer and restarting the PC. Then go through the process again to put the tick back.

Missing images have been causing problems with Internet Explorer since the earliest days of the program. Sometimes they can be fixed easily but, even when they can, they have a nasty habit of reappearing. It was precisely such recurring problems which led me to switch to using Firefox. It's the preferred browser of nearly all the 'regulars' here in AB's Technology section, and vastly superior to IE:

As Chris says, use Firefox. Although, considering your question includes "...where pictures or maps should be we have a red cross in a white square...", we could be well off the mark.

Thank-you for your time and trouble, it is still not working so I have switched over to firefox, so my problems hopefully are over (fingers crossed).
