Drunk as a skunk perhaps draped round looker? (3-4) P?E ?Y?D. It looks like PIE-EYED (drunk), with EYE as the looker, but why/how does "a skunk perhaps" = PIE D?

I am sorry, I don't understand what either of you are saying. How does "skunk perhaps" become PIE D, which is then wrapped (draped round) EYE?
