Guerre a outrance, it is. I remember reading it somewhere, looking it up, taking in the meaning but forgetting the phrase.
ISIS, in taking no prisoners,have moved he rules rules of engagement back to a darker age. Even the PKK (said to be the good guys) play by their new rules now.
