Is there someone who could help me with this please? This city has a connection with the picture which I have found by typing in to R.H.Barlow,esq.,whose sculpture hath given immortality to the trivial design of his obliged obedient servant,  H.P lovecraft 11th May 1937.    Is located in the mouth of a river which as the same name as the city. The city was the birthplace of an entertainer who wrote some well known songs including one made famous by an actor who died in 1986.A musical festival takes place in the city today.events from midday to 2pm local time are free followed by 7 hours of entertainment costing a double sawbuck at the door.    What is the name of the city?

what it is I cannot find the city that is located in the mouth of the river which has the same name as the city.

Google Maps shows that Providence, Rhode Island lies on the mouth of Providence River.

. . . suggests that George M Cohan might be the guy that you're seeking.  He's principally known for writing "I'm a Yankee Doodle Dandy", which was made famous by James Cagney, who died in 1986.

So we might be getting somewhere! I'm not sure about the festival though!
