Just switch it off at the mains. Or ull the power cable from either the wall or the socket at th eback of the machine. SHouldn't do any harm. If you power cycle the TV, it might bring it back to life. Alternatiely, if it's an HDMI then you could try removing the HDMI cable and re-inserting it at either computer end or TV end. You can try that also with an older VGA cable...

This should do it:
Windows key > Right arrow > Enter
Often you can press and hold the power button. That will do a forced power down.

A more brutal approach is to pull the plug.

If it's a laptop, pull the plug and remove the battery...

If that's not possible, can you tell us the model of the machine and the keyboard type.

There may be someone here who can advise.

Yes, you pick up the keyboard and hit the power button with it until the PC powers down.

I can turn it off by holding start button, but I’ve heard that’s not a good way

It’s a Packard Bell desk top
Just disconnect the power. It won't do any harm; modern versions of Windows are far more resilient to power loss than in the days of, say, Windows 95. (If it's a laptop you'll need to remove both the power lead and the battery).

I’ve got it rigged up to tv, sometimes I turn tv off when going out and forget it’s rigged to computer when I turn it on again I’ve lost connection to tv, until I reboot

You can try that also with an older VGA cable but it probably won't recognise the TV, but it's worth a try.

Ctrl, Alt, Delete. Then use the 'tab' button to take you through to the shut down option. Then enter.

Difficult to see shut down options without a monitor.
Perhaps the first step is to borrow a monitor ?
Why not go into “power options” and select “choose what the power buttons does” and select “shutdown” that way you only have to press the power button to shut down safely

If you are operating with Windows 10 then press Alt & F4.

It is easy to do if you are familiar with the shortcuts on Windows.

1. Press the Windows Start Icon. Then the Start Menu will open.

2. Press Tab button. Then the cursor will locate at Expand.

3. Press PnDn (Down Arrow) to locate at the power button.

4. Press Enter. The power options will show.

5. Press Down Arrow to locate at Shut Down.

6. Press Enter.

Now, your computer will turn off.
