My immediate neighbours are brilliant look after the property really well except for one whose back garden is disgusting with dog and cat poo and loads of rubbish lying around, on recent occasions there has been a rat problem, would you report these people to the environment office.

As woofgang suggests. Me and my next door neighbours had seen a rat in our gardens a couple of years ago. The Environmental health officer came around and immediately pointed out the back garden two doors away. They have a staffie type dog which is never walked the owners leave the piles of poo in the garden, which is like a tip. All the other gardens are lovely...

Have the rats been in your garden and are you tenants? If you are I would get on to your landlord and say that there is a rat problem and you can't see where they are coming from.
I have a while ago, without a doubt report them.
Contact your local Environmental Heath department and ask what they would advise.

The Officer immediately gave them a warning to clear up the mess and said that further checks would be made. She couldn't pinpoint where the rat came from. Eventually the neighbour got rid of the dog. No more problems.
