It's a term we use in my branch of the civil service and usually refers to terms or conditions, grades or allowances for example that people retain even though the 'rules' may have changed because of the time they have worked there(or were working before a certain date) and yes it's Grandfather Rights.

yes grandfather rights in the us MASS and its a biss with land and its auto related.
