This allows free travel on busses and trains in Northern Ireland. If you wanted a return journey from Belfast to Dublin how would you be charged? The cards not valid in the Republic. I'm guessing I'd pay from the border to Dublin and from there back to the border.

I think a return is valid from starting point and back to the same point, so as long as you buy it in NI it is free. You could not buy it from Dublin to Belfast and back though. There is a similar situation in England with trips to Scotland and back on a 'English' Bus Pass.

Only single tickets issued both in Belfast and in Dublin for the return journey, both free with your card.
