There is no direct right of appeal. Do you think the statement of fitness for work should show you are fit to return to work or do you think you are unable to return to work?
There is no direct right of appeal. All you can do is complain about your treatment (or lack of it) from your GP:

Why did your GP refuse to issue a sick note? If, for example, your absence from work (or your need to be allocated to alternative duties) will last for under 7 days, he/she is not permitted to issue a fit note (irrespective of any medical condition you may have).
