Is this a "reputable" quiz, Joanne, no disrespect intended... :-) I.e. is there the slightest chance that the compiler might really think that Joseph Lister was Scottish because of his strong association with Glasgow...?

9 is an anagram of Joseph Lister, but he was English, IIRC...

21. Alec Salmond fits but I thought he was Alex rather than Alec
Are you sure they are all Scots, and not to do with Scotland, as Markrae
says if its Joseph Lister, he was English.

Lister worked at the Glasgow Royal Infirmary but was born in England and Salmond is indeed Alex and not Alec. Would you not think that a wee bit checking would have been done by the compiler?
I wonder if Angelo Dundee is one of the answers?
Not to mention Sly Dunbar and Aberdeen Angus...
Or even David Cameron, perhaps not.
