end (=design) in b y
sole sounds like soul
obe (pluralised) and e is the last letter (finish) in fine

(The 4th letter of the first word might be T if 2 down is milestones)

15 across ?A????? "Bird to lick wound lightly" (4th letter might be N)

18 across (13 letters) "Bulk of English brood cavort about" ?????N?E?????

9 down (2 Words) ??????? ??P?E? "Keep hitting beyond city with hot powder"
(The second word is probably pepper)
