It looks like 'signet' but I can't fully parse it.

Starmer's initial = s
No 10 uprising = net

I had got "Rebelling" for 10a when a clearer head would have realised it was an anagram of "Elli" and "***". Moral of the story, I shouldn't do crosswords at 1am.
