A "heriot" was a mediaeval duty paid to a lord, ( a fine, maybe?) + he (man) riot (hilarious person)

Thanks both. Yes, I found heriot as a medieval duty paid to a lord, but thought that ‘fine’ was stretching it a bit.
If ‘shoe’ is correct, is this an alternative to ‘choux’ and how does the rest of the clue parse?
'caught' is a homophone indicator so sounds like choux
'shoe' is the curved pipe at the foot of a downpipe
Shoe sounds like ("caught") choux (pastry)
