The answer must be 'well-meant' - (anagram of 'all men' in the middle) but why does 'wet' mean weak politician? W = weak? But ET?

thanks very much! I didn't know that!
The term arose in the Thatcher era when those who strongly supported her were the drys whereas those who were more liberal were the wets.
