Jo, your link confirms 2 separate bodies merged to become OFGEM, there was not a joint one before that that I've found.

It was formed by the merger of the Office of Electricity Regulation (OFFER) and Office of Gas Supply (Ofgas).
It was a badly worded clue - OFFER is the one that fits the grid.
