What are the clues?
Question Author
4d)bird turned over eggs etc. when disturbed
13a)a king was still checked
4 yes - anagram of OVA + ETC
4d) yes - 'ova' reversed + anagram of 'etc'

13a) a r rested
4 yes
13 arrested
13 Arrested

Arrest - check
King - Ed(ward) - and the clue says "checked" past tense, so the answer's likely to end in ~ed.
I was thinking
a king- a r
still-rested
checked -arrested

Thanks both! The reason I thought "arrestee was because I was thinking 14d) pull on line, in a manner of speaking. might be email but I see now it's drawl
I guess both are plausible, pixie!
