i'm 14 and need a job OTHER than things like baby sitting and paper rounds. i would like a saturday job or one in the evening after school somwhere like a cafe/restaurant or shop but WHERE, and HOW do i apply?

I think you're going to have to be realistic. my daughter tried that and there were plenty of older/experiences kids wanting the same jobs.

but hey, employers like to see some initiative so march in there, look confident and friendly, and good luck to you!

Take a walk down your High Street and visit the premises in Person by asking about Saturday jobs. There's plenty to be had if you ask.
You go round shop to shop or cafe to cafe asking if they have any vacancies.

Just go in and ask to speak to the manager. Ask him/her if they have any part time work.

I would say it's more likely you'd get something in a cafe than in a clothes shop because of your age. But keep walking and asking until they say yes. Have a CV with you with all your contact details on so you can hand it over if they are interested.
If there's a market in your town there might be a stallholder interested in some help.
For your age, you need to be very positive about good time keeping and be reliable. Employer don't mind giving you the training provided that you can show them that you're hard working and willing to learn. Good luck!
For babysitting/childminding, the best thing I could advise is good old "word of mouth" ie. talk to your Mum/Dad and see if they have any friends that might employ you.
